Find out as much information as possible, what is her basic skill? What are her interests? Would she be interested in joining in with some local programs? Would she like to improve her English by using her laptop with some apps and websites?

Show Abeni info online to improve her English, show website addresses and apps. Show her how to google so she can attend local community groups and meet with people face to face, this would also help to improve her English. Introduce Facebook to Abeni, she may be able to keep in touch with family who use Facebook. Go online to find the local newspaper to keep her informed of whats happening in her neighbourhood / community. Some libraries have weekly meetings for Conversational English for the community to come in and meet others and practice their English.

Ask more questions about her to find out what she really wants.... does she see her the pc as the only, or best tool for getting more of the social interaction that she wants? Does she want to use it for learning better English, or would she rather use it to find a group of people to teach her better English? (ie focus on improving her device using or her searching skills?)
See if there is a local course for pc training where she may meet up with a group of people, if that appeals. Find out her needs and focus on those that are within the scope of the training on offer, including showing her how to use it to find out more of what she wants overall.

Assist her to find and download some ESL apps/courses.
Ascertain her hobbies/interests and assist her to find some social media groups she could join to communicate
Discuss contents of her computer and assist her to find processes online that may free up space or speed up her computer.

She could find a translator and engage with groups online on simple social media like Facebook to find like minded individuals from her community.

Other than engaging a translator and using social media, she can start with the people who attend the Tech Savvy Seniors classes; she will make new friends, share interests, help each other out, and practice her English.

Engage a translator to assist the language barrier or a close friend for support. Attend Tech Savvy Seniors Classes and contact local community groups to make connections for new friendships.

Recommend ESL apps, websites and programs to help with her english. These could also be social. Also recommend tech programs for learning to use the computer. Show her how to use email, facebook and other social media. Show her how to find social groups she might be interested in.

Recommend a local computer shop to have a look at her laptop as it's slow. Offer her a tech help session to take her through some courses such as introduction to computers and others that she might need. Help her connect with other individuals in town looking to improve their English and help her find some resources online such as Duolingo

Maybe see what interests Abeni has and then go from there. Look up sites that are based on those interests and hobbies. See if there are any local groups in the community that have similar interests and show her how to get in contact with them. If Abeni's laptop is running slow maybe suggest a local computer shop she could take it to so that someone can have a look at it for her.

If her device is slow or dated - depending on the delivery method of program offer her a loan device so she can keep up in class and then she can try out her searches from home on her own device or come and use the libraries free devices.
Ask what she would like to learn the most to do on her laptop. Start with simple explaination of how to navigate using the laptop, move on to searches and search techniques and support her.

Using the library as a meeting place for language classes and/or social interaction. Council-run community tuition for digital beginners.
